This release provides a deterministic CI gate for AI systems:
- VALID: CI passes
- BLOCKED: CI fails when the run is not eligible for promotion
- INVALID: CI fails when evaluation does not pass
BLOCKED covers both missing evidence and unmet approval or promotion prerequisites.
