CLI Improvements include

• Removed install.sh mechanism for “okareo” in pyhon
• Added requirements.txt for python lib dependencies
• Modified logic to allow user to check-in requirements
• Added creation of requirements.txt on init and on run IF it does not exist
• Ensured backwards compatibility of python projects
