Release notes

First version of a GitHub action to perform SHACL validation on RDF files in .ttl format. This version includes:

• Two ways of using the action mirroring the SHACL API tool: either with only a datafile or with a datafile and a separate shapesfile
• A GitHub workflow to check if the action works as intended together with simple test data
• A README describing basic and advanced usage
